For US importers of goods made in China

Get back the duty and demurrage you should not have paid.

Send your CBP 7501 or your demurrage and detention invoice. Every line is checked against CBP's own tables and the carrier's published tariff, and you get what to claim, until when, and the letter to send.

Example with a fictional entry and invoice. Your answer is built from your own documents.

Two documents. Two kinds of money back.

You already have both papers. They hold everything needed to check what you paid.

Your CBP 7501 → the IEEPA refund

The Supreme Court held IEEPA does not authorize tariffs, and CBP refunds those duties through CAPE. The 7501 shows which of your lines qualify.

  • Each 9903 line inside or outside the refund window
  • The duty printed on those lines, entry by entry
  • What CAPE Phase 1 accepts and what to check in ACE
  • The tariff layers on your next shipment, with their status
Send your 7501

Your D&D invoice → the dispute

Demurrage and detention invoices are often counted from the wrong day, on calendar days, or through holidays. The invoice and the arrival notice show it.

  • The real last free day under the carrier's US tariff
  • Each band re-checked against the tariff
  • The basis for a dispute, with the carrier's own link
  • A letter ready for you to send

How it works

No account to set up and no system to connect. You send a file; we send back what it shows.

  1. Send the document

Upload the 7501, or the D&D invoice with the arrival notice. Email works too.

  2. We read every field

The document type is confirmed first. Dates, ports, lines and amounts are read as printed and shown back to you.

  3. Each line meets its source

9903 lines against CBP's refund headings and dates; free days against the carrier's US tariff and federal holidays.

  4. You get the answer

What to claim and until when, or what was overbilled, with the letter. What could not be checked is said plainly.

The rules we work by

You are trusting us with numbers that become claims. So:

Numbers come from sources

The language model reads your document. It never makes a number: every figure is from a table we cite.

"Not checked" is an answer

If we have no row for a heading or a port, we say so. It is never shown as "not eligible".

Your files stay yours

Files are deleted after 7 days. No customer sees another's documents.

You stay in charge

We do not file in CAPE or send disputes for you. You or your broker do, with what we found.

Frequently asked questions

Are you a customs broker?

No. Purserhouse checks documents and shows what they mean against CBP's and the carriers' published sources. Only the importer of record or the broker that filed the entry can file in CAPE.

Do you file the refund or the dispute for me?

No. You get the list of entries and amounts, or the dispute letter. You or your broker send it.

Do you need access to my ACE account?

No. We read the documents you send. Liquidation status is not printed on a 7501, so we tell you exactly what to check in ACE.

Which carriers are covered?

Maersk, MSC, Hapag-Lloyd and ZIM US import tariffs. We found no public US demurrage and detention tariff for ONE; for ONE we use the free days and rates printed on your own papers.

Does the refund figure include interest?

No. CBP calculates interest under 19 CFR 24.36 and pays it inside the refund. We show the duty printed on your 7501.

What does it cost?

Nothing while we open access.

About Purserhouse

Purserhouse is built for small and mid-size US importers who buy from China and still handle part of the paperwork themselves, and for the customs brokers who serve them. It reads the documents you already have, a CBP Form 7501 or a demurrage and detention invoice, and checks them against CBP’s tables and the carriers’ published US tariffs. We also work in Chinese for forwarders and exporters who handle the same papers from the other side.
