# Section 232 tariffs by product group: status and 9903 headings

Section 232 tariffs apply by product group and, for most groups, to goods from every country, not only China. This page lists each group we found a proclamation for, with the date, the rate as the proclamation states it and the Chapter 99 heading. It is kept by hand from the cited sources and was last checked on 2026-10-21.

## Status by product group

Generated from our Section 232 list, one entry per product group: status, the Chapter 99 headings CBP has importers print, the rate as the source words it (an additional duty on top of the duty in the tariff line unless the text says otherwise), what value the duty is charged on, the effective date, the HTS prefixes covered and the Federal Register or CBP page each row was read from. The full list of prefixes is in the CSV download.

## Reading the table

**Metals.** Proclamation 11021 moved the metals duties from the metal content to the full customs value of the product, effective 2026-04-06. Proclamation 11032 (effective 2026-06-08) added products and set the 25 percent rate for the Annex I-C products only "until 11:59 p.m. eastern standard time on December 31, 2027". CBP's guidance says headings 9903.82.07, .08, .10, .11 and .12 revert to other headings on 2028-01-01 (CSMS 68855869). Proclamation 11045 lets Commerce approve primary-aluminum onshoring plans whose importers pay "half the section 232 rate". On 2026-08-06 Commerce asked for comments on 14 more derivative articles (Federal Register 2026-15961); that is a proposal, not a duty.

**Not in the table.** Polysilicon and derivatives: [Proclamation 11052 of 2026-08-06](https://www.federalregister.gov/d/2026-16400), 91 FR 51975, sets minimum import prices plus 15 percent on ingots and derivatives from 2026-12-04; it is announced, not yet in effect, and has no Chapter 99 heading yet. Processed critical minerals ([11001](https://www.federalregister.gov/d/2026-01045), 91 FR 2439) and commercial aircraft and parts ([11040](https://www.federalregister.gov/d/2026-14334), 91 FR 43507) impose no duty; the texts order negotiations and monitoring.

**CBP's list.** CBP publishes the metals HTS list as a file: [Metals HTS LIST (CSMS 68855869 attachment, Word)](https://content.govdelivery.com/attachments/USDHSCBP/2026/06/05/file_attachments/3675566/Metals%20HTS%20LIST%206426FINAL.docx). For the other groups we did not find a CBP file, and the product lists are the annexes printed with each proclamation at the Federal Register link in the table.

**Trading partners.** Several proclamations cap or lower the rate for the European Union, Japan, Korea, the United Kingdom and others (for example the lumber proclamation: not more than 10 percent for the United Kingdom, and for the European Union and Japan not above 15 percent counting the column 1 rate). These are written into separate 9903 headings.

**Other duties.** Each proclamation says how it relates to other tariffs. Lumber, furniture and cabinets, and semiconductors "shall not be subject to" the IEEPA reciprocal-tariff order; those IEEPA duties ended for entries from 2026-02-24 anyway. See [Section 232 and IEEPA](../../section-232-vs-ieepa/) and [stacking order](../../stacking/).

## About this list

The list is kept by hand from Federal Register proclamations, CBP CSMS messages and Chapter 99 of the HTS; every row cites the page it was read from, and the date above says when it was last loaded. A rate we could not confirm from a primary source is shown as not confirmed, not guessed. The table gives status, not a tariff lookup: check the heading and the annex entry for your own tariff line, and the rate printed on your entry summary. The [tariff stack tool](../../stacking/) shows the Section 232 row for a tariff number with its value basis; it never computes a duty on the metal content, and a number our list does not cover is "not checked", which is not the same as not subject.

## FAQ

**Where is the full list of HTS codes covered by Section 232?**

In the annexes of each proclamation in the Federal Register. For steel, aluminum and copper, CBP also publishes the list as a downloadable file attached to CSMS 68855869; it is linked below.

**Do Section 232 tariffs apply to goods from China?**

The proclamations in the table apply by product, not by country, with lower rates for some trading partners. Nothing in the texts we read singles out China, but read the heading and note printed on your own entry.

**Was Section 232 affected by the Supreme Court ruling on IEEPA?**

CBP said the executive order ending IEEPA duties "affects IEEPA duties only and does not affect any other duties, including duties imposed under section 232" (CSMS 67834313, 2026-02-22).

**Can I get a refund of Section 232 duties?**

The CBP refund process called CAPE is for duties collected under IEEPA. We found no CBP refund process for Section 232 duties.
